At Harvard Law School Louis O’Neill was actively involved in studying and popularizing a new paradigm of urbanism, in which legal regulations could be used to lessen the nation’s dependence on imported fossil fuels, decaying city centers could be rebuilt, the nation’s rail system renewed to its former glory and practicality and increased urban density would lessen commuting times, fight traffic and rebuild a sense of community. O’Neill reviewed a number of projects, particularly those that attempted to undertake urban in-fill to take advantage of already-existing infrastructure like subways, sewer mains, gas lines and roads. Two particular examples were in Harlem, just below 125th Street on the East Side and in the South Bronx. Lou O’Neill observed that the construction of closely-linked single, double or triple-family homes in these areas was particularly effective at re-creating a critical mass of neighborhoodness, and spurred other businesses and amenities in the areas. The current interest in establishing high-speed rail networks in the United States is imperative, and is something O’Neill recommended when he was a White House Fellow in 2004 and 2005. During his third-year at Harvard, Louis O’Neill worked closely with Louis D. Brandeis Professor of Law Gerald Frug on these issues and others. O’Neill ultimately wrote his third-year paper out of a seminar with Professor Frug which was entitled “Suburbanization.” Louis O’Neill explored the concept of the city over time and the legal framework that encourages one type or another of urban planning and construction. Of particular note was the legal basis for gated communities and the substitution of private goods for what had traditionally been public ones, along with the frequent desire of residents to opt out of paying for what had traditionally been shared expenses. Louis O’Neill graduated cum laude from the Harvard Law School in 1996.

As a young attorney recently out of Harvard Law School, Louis O’Neill joined the international law firm of White & Case LLP.  This was after what was essentially a one-year clerkship because immediately after law school, O’Neill had worked as an expert for Harvard University’s Legal Reform Project in Moscow, where he helped draft market-based laws on contracts, securities regulations and property for the Russian Parliament and Securities Commission.

Mr. Louis F. O’Neill has worked hard in both the public and private sectors to promote freedom, peace, human rights and stability. Mr. Louis F. O’Neill has a history of fighting for basic democratic rights in Russia and Eastern Europe. An expert in international security policy, international law and Eastern European and Russian affairs, Louis O’Neill understands the issues facing the former Soviet Union and former Soviet Republics and how they affect U.S. security. An advocate for democracy, democratic processes and pluralism, Louis O’Neill has led efforts to ensure free and fair elections and uncensored media in the former Soviet republic of Moldova.

In 2005 Louis O’Neill was selected as a non-political expert member of the Policy Planning Staff at the U.S. State Department, where he helped formulate policy pertaining to Russia and other former Soviet states. Mr. Lou O’Neill has also previously served as the Special Adviser for Russian Affairs in the U.S. State Department, where, as a White House Fellow, he reported to Secretary of State Colin Powell. Lou O’Neill is currently a Term Member of the Council on Foreign Relations.

Louis O’Neill has lived and worked in Moscow for a number of years as a journalist, consultant and attorney. Following his undergraduate career at Stanford University, Louis O’Neill also spent a year in Moscow as a Fulbright Scholar. Mr. Louis F. O’Neill also spent time in the Russian capital working on legal and policy issues with the Russian Duma on behalf of Harvard University’s Institute for International Development. Additionally, Lou O’Neill worked as a graphic designer and journalist for The Moscow Times newspaper when it first began publishing.

In his free time, Ambassador Louis O’Neill enjoys reading, music, travel and cycling. While an undergraduate, Louis O’Neill was a member of the Stanford Cycling team and served as the squad’s Co-Captain during his junior year.

Louis O’Neill speaks English and Russian fluently and speaks Romanian well.
